Meeting of the authorized representatives of the Parties to the PGW Agreement
Under the topic Improving the Agreement on the Use of Freight Wagons in International Traffic (the PGW Agreement), and in accordance with the approved Work Plan of the OSJD Commission on Freight Transport for 2026, a meeting of authorized representatives of Parties to the PGW Agreement (hereinafter the Meeting) was held at the OSJD Committee’s offices in Warsaw on 8-10 June 2026 to discuss ways to improve the PGW Agreement, make amendments to the PGW, and agree a draft Plan of Work for 2027 on the topic Improving the Agreement on the Use of Freight Wagons in International Traffic (PGW).
The meeting was attended by the authorized representatives of the Parties to the PGW Agreement from the railway enterprises and companies as follows: Belarus (BC), Bulgaria (BDZ Holding), Hungary (MAV Co., RCH Co.), Kazakhstan (KZH), Kyrgyzstan (KRG), Latvia (LDZ CARGO), Moldova (CFM), Mongolia (UBZD JSC), Poland (PKP LHS), Russia (RZD OJSC), Romania (Carpatica Feroviar Romania JSC, UTZ, KTV), Slovakia (ZSSK Cargo), Uzbekistan (UTI), Ukraine (Ukrzaliznytsia JSC) and Estonia (EVR), as well as representatives of the Lao National Railways (LNR) State Enterprise; the OSJD affiliated enterprise – TransContainer PJSC; and the OSJD Committee.
In her welcoming address the meeting chairperson thanked the delegations for their participation and emphasized the importance of discussing and making decisions on the practical and topical issues on its agenda. It was also noted that this year is special – the 70th anniversary of the founding of the OSJD. In connection with this, the Organisation has established an honourary anniversary diploma, “For Contribution to the Development of OSJD”, which is awarded to experts and representatives of railways from member states for significant contributions to the work of the OSJD, including on the subject “Improving the PGW Agreement”.
In accordance with paragraph 3 of the Meeting Rules (Appendix B to the PGW Agreement), the meeting was chaired by Olga Artemjeva, member of the OSJD Committee from the Republic of Latvia and Specialist in the OSJD Commission on Freight Traffic. The meeting took note of the information on the decisions taken at the 40th meeting of the Conference of General Directors (Authorized Representatives) of OSJD Railways (20-24 April 2026, Astana, Republic of Kazakhstan) in the field of freight traffic, including the improvement of the Agreement on the Use of Freight Wagons in International Traffic (PGW Agreement) and updating of the Rules for the Use of Freight Wagons in International Traffic (PGW).
The meeting chairperson also presented information on the implementation of the decisions of the meeting of the authorized representatives of the Parties to the PGW Agreement (16-18 June 2025, OSJD Committee, Warsaw). The Parties to the PGW Agreement participating in the meeting agreed to the following amendments: to Appendix 1 of Annex B “Rules for the Use of Freight Wagons in International Traffic (PGW)” to the PGW Agreement (clause 4), and to Appendix 17 “Methodology for calculating tariff rates for the use of wagons, bogies, and wagons without bogies” to the PGW (clauses 1.1, 1.2.1, 1.2.2, 1.2.3, 1.2.4, 1.2.5, 1.3.2, 1.4.1, 3.1, 4).
The final decision on the agreed amendments and additions to the PGW, with their entry into force on 1 January 2027, will be announced by the OSJD Committee, as the depositary of the PGW Agreement, to all Parties to the PGW Agreement in accordance with the provisions of the PGW Agreement. Based on the decisions made, further works to improve the Agreement and update the PGW Rules will be carried out at regular meetings in 2027, taking into account the proposals prepared by the Parties to the PGW Agreement.
The meeting participants agreed to include the works on the subject of “Improving the Agreement on the Use of Freight Wagons in International Traffic (PGW)” into the draft Work Plan of the OSJD Commission on Freight Traffic for 2027.
The meeting chairperson informed the meeting participants that the OSJD Committee had received a communication from a Party to the PGW Agreement, the National Company for Railway Freight Transport of Romania (CFR Marfa), as well as a notification that Carpatica Feroviar Romania S.A./Romanian Railway Freight Transport Company “Carpatica Feroviar Romania” JSC as the state operator of Romanian Railways had assumed all rights and obligations of CFR Marfa, a Party to the PGW Agreement from Romania, including the obligations under the international agreements to which it is a party, and had expressed its consent to continue participating in these agreements and assuming all rights and obligations associated therewith. The OSJD Committee, as the depositary of the Agreement, has made the following amendments based on this:
- to Annex A “List of the Parties to the PGW Agreement” to the PGW Agreement;
- in line No. 17 of Appendix 1-I “Addresses of the Parties to the Agreement” to the PGW;
- in Appendix 2-I “List of Handing Over/Accepting Railway Companies” to the PGV;
- in Appendix 3-I “List of Abbreviated Names and Codes of Railway Companies (RWC)” to the PGW;
- in Appendix 4-I “Wagon Registration Codes” to the PGW;
- in Appendix 2-I “List of Addresses of Responsible Departments of Railway Companies” to Annex 38 to the PGW.
These changes have come into force as of 1 June 2026.
