Improving the Agreement on the Use of Freight Wagons in International Traffic (the PGW Agreement)

Under the topic Improving the Agreement on the Use of Freight Wagons in International Traffic (the PGW Agreement), and in accordance with the approved Work Plan of the OSJD Commission on Freight Transport for 2026, a meeting of authorized representatives of Parties to the PGW Agreement (hereinafter the Meeting) was held at the OSJD Committee’s offices in Warsaw on 8-10 June 2026 to discuss ways to improve the PGW Agreement, make amendments to the PGW, and agree a draft Plan of Work for 2027 on the topic Improving the Agreement on the Use of Freight Wagons in International Traffic (PGW).

The meeting was attended by authorized representatives of the following Parties to the PGW Agreement representing railway undertakings and companies: Belarus (BC), Bulgaria (BDZ Holding Company), Hungary (MAV Zrt., RCH Zrt.), Kazakhstan (KZH), Kyrgyzstan (KRG), Latvia (LDZ CARGO), Moldova (CFM), Mongolia (UBZD JSC), Poland (PKP LHS), Russia (RZD OJSC), Romania (Carpatica Feroviar România S.A., UTZ, KTV), Slovakia (ZSSK CARGO), Uzbekistan (UTI), Ukraine (Ukrzaliznitsia JSC), and Estonia (EVR), as well as representatives of the Lao National Railway State Enterprise (LNZD), OSJD Affiliated Enterprise TransContainer PJSC, and representatives of the OSJD Committee.

In the welcome address, the delegations were thanked for their participation in the meeting, with emphasis made on the importance of discussing and making decisions on the practical and current issues on the Meeting’s agenda. It was also noted the current year was a special one since it was the year of the 70th anniversary of the OSJD. To commemorate the anniversary, an honorary diploma was instituted that was awarded to experts and representatives of OSJD Member States’ Railways for their significant contributions to the work of the OSJD, including the topic Improving the PGW Agreement.

As required by Item 3 of the Rules of Procedure for Meetings (Annex C to the PGW Agreement), the Meeting was chaired by Ms. Olga Artemjeva, a member of the OSJD Committee and Specialist of the OSJD Commission on Freight Transport.

The Meeting noted the information provided by the Chair of the Meeting on decisions made by the XL session of the Conference of General Directors (Authorized Representatives) of OSJD Railways held in Astana, the Republic of Kazakhstan, on 20‑24 April 2026 that concerned freight transport operations, including the improvement of the Agreement on the Use of Freight Wagons in International Traffic (the PGW Agreement) and updating the Rules for the Use of Freight Wagons in International Traffic (the PGW).

In addition, information prepared by the Chair of the Meeting was noted on the implementation of decisions made by the Meeting of Authorized Representatives of Parties to the PGW Agreement (held at the OSJD Committee offices in Warsaw on 16‑18 June 2025).

The Parties to the PGW Agreement participating in the Meeting agreed amendments to the following documents: Appendix 1 to Annex B Rules for the Use of Freight Wagons in International Traffic (PGW) to the PGW Agreement (Item 4), Appendix 17 Methodology on Calculation of Charge Rates for the Use of Wagons, Bogies and Bogiless Wagons to the PGW (Items 1.1, 1.2.1, 1.2.2, 1.2.3, 1.2.4, 1.2.5, 1.3.2, 1.4.1, and 3.1, 4).

A final decision on the agreed amendments to the PGW and their taking effect on 1 January 2027 would be announced, as provisioned by the PGW Agreement, by the OSJD Committee as the Depositary of the PGW Agreement to all Parties to the PGW Agreement.

Based on the decisions made, the work to improve the Agreement and update the PGW would be continued at subsequent meetings in 2027 in view of any proposals to be prepared and submitted by Parties to the PGW Agreement.

Meeting attendees agreed to include work on the topic Improving the Agreement on the Use of Freight Wagons in International Traffic (PGW) in the draft Work Plan of the OSJD Committee on Freight Transport for 2027.

The Chair of the Meeting informed meeting attendees that the OSJD Committee as the depositary of the Agreement, and based on a communication received by the Committee from the Party to the PGW Agreement Romania’s National Society for Railway Freight Operations (CFR Marfa), and also based on the notification that the company Carpatica Feroviar Romania S.A. in its capacity of a State Operator of the Romanian railways had assumed all the rights and obligations of CFR Marfa as the Party to PGW Agreement from Romania, including obligations under international agreements to which it was a Party to, expressing its agreement to continue its participation in such agreements assuming all rights and obligations associated therewith, had made corresponding changes to the following documents:

- Annex A List of Parties to the PGV Agreement to the PGW Agreement;

- line No. 17 of Annex 1-I Addresses of Parties to the Agreement to the PGW;

- Annex 2-I List of Transferring/Accepting Railway Undertakings to the PGW;

- Annex 3-I List of Abbreviated Names and Codes of Railway Undertakings (RUs) to the PGW;

- Annex 4-I Codes of Wagon Home Station Registration to the PGW;

- Appendix 2-I LIST of Addresses of Responsible Units of Railway Undertakings to Annex 38 to the PGW.

The above changes went into effect on 1 June 2026.
