Expert meeting of the Parties to the PGW Agreement

Under the subject “Updating the Agreement on the Use of Freight Wagons in International Traffic” (PGW Agreement) and in accordance with the approved Work Plan of the OSJD Commission on Freight Traffic for 2026, an expert meeting of the Parties to the Agreement on the Use of Freight Wagons in International Traffic (PGW Agreement) was held at the OSJD Committee in Warsaw on 7-9 April 2026. It was attended by the representatives of the Parties to the PGW Agreement and participants in the subject from the following railways: Byelorussian Railway (BC), Hungarian State Railways (MAV), Rail Cargo Hungaria Co. (RCH), “Kazakhstan Temir Zholy National Company” JSC (KZH), “Kyrgyz Temir Zholu National Company” State Enterprise (KRG), “LDZ Cargo” LLC (LDZ Cargo), “Lietuvos geležinkeliai” JSC (LTG), “Ulan-Bator Railway” JSC (UBZD JSC), “PKP Cargo in Restructuring” JSC (PKP Cargo), “PKP Broad-Gauge Metallurgical Line” LLC (PKP LHS, PKP Linia Hutnicza Szerokotorowa), Russian Railways OJSC (RZD OJSC), O’zbekiston temir yo’llari JSC (UTI), Ukrainian Railways JSC (UZ), Estonian Railway JSC (Eesti Raudtee, EVR), as well as representatives of the OSJD Committee.

The following issues were reviewed and discussed during the meeting:

- proposals made by the Parties to the PGW Agreement from: BC, BDZ Holding, KZH, KRG, LDZ Cargo, PKP Cargo, PKP LHS, RZD OJSC, TDZ, and EVR, as well as the OSJD Committee, as the depositary of the PGW Agreement, regarding the need to revise Annex 17 “Methodology on calculation of tariff rates for the use of wagons, bogies and wagons without bogies” to the PGW regarding the frequency of calculations, the role of the leading duty holder, and the terms and conditions of calculating rates;

- proposals made by the Party to the PGW Agreement received from LTG regarding the amendments to the title of item 4 and the text of item 12 of Annex 1 to the PGW, Appendix B to the PGW Agreement;

- proposals made by the Party to the PGW Agreement received from the RZD OJSC regarding the amendments to Section 12, “Signs and Inscriptions,” of the PGW Agreement, Annex 1 to the PGW, Appendix B to the PGW Agreement, and, in view of these amendments, the newly prepared forms of Annex 8a to the PGW “Sample inscription on wagons with removable accessories”; Annex 20 to the PGW “Basic obligatory signs and inscriptions for all types of freight wagons with 8-digit numbering”; Annex 21 to the PGW “Signs and inscriptions for freight wagons with 8-digit numbering”; Annex 22 to the PGW “Sample designation of periodic repair intervals”; Annex 23 to the PGW “Sample designation of the type of automatic brakes”; Annex 26 to the PGW “Sign for indicating wagon’s dimensions”; Annex 27 to the PGW “Signs for wagons with adjustable wheel sets”; Annex 28 to the PGW “High voltage warning sign”; Annex 29 to the PGW “Sign on a wagon not transferred for joint use”; proposals for making corresponding amendments to Appendix B to the PGW Agreement were also deliberated;

- a proposal to revise the structure of Section 12 of Annex 1 to the PGW and to amend the provisions regarding the separation of requirements for signs and markings specifically for wagons of 1435-mm gauge, by introducing a new item 12.1 “Signs and markings for wagons of 1435-mm track gauge”. and for wagons of 1520-mm track gauge”, by introducing a new item 12.2 “Signs and markings for wagons of 1520-mm gauge”.

Based on the review of the submitted proposals and the suggestions made during the meeting, the participants tentatively agreed a number of amendments and supplements to the PGW, which will be submitted for consideration and approval at the meeting of the authorised representatives of the Parties to the PGW Agreement (8-10 June 2026, OSJD Committee).

The meeting participants were informed that the OSJD Committee, as the depositary of the PGW Agreement, had made changes to line 21 of Annex 1-I “Addresses of the Parties to the Agreement” to the PGW, as well as in lines 9 and 10 of Annex 2-I “LIST of mailing addresses of responsible units within railway companies” to Annex 38 to the PGW, and that these amendments entered into force on 12 January this year.
