Meeting XXXVI of the representatives of the Parties to the Agreement on the International Railway Transit Tariff (MTT)
From 24 till 27 June 2025, meeting XXXVI of the representatives of the Parties to the Agreement on the International Railway Transit Tariff (MTT) on the subject “Improving the MTT Agreement and updating the MTT Tariff” was successfully held in Dushanbe, the capital of the Republic of Tajikistan, which was attended by the representatives of the Parties to the MTT Agreement as follows: Azerbaijani Railways CJSC (AZD), State Association “Byelorussian Railway” (BC), Georgian Railway JSC (GR), “Kazakhstan Temir Zholy National Company” JSC (KZH), Korea Railroad Corporation (KORAIL), “Kyrgyz Temir Zholu National Company” State Enterprise (KRG), Ministry of Transport of the Russian Federation (Mintrans of Russia), SUE “Rohi Ohani Tojikiston” (TDZ), Turkmenistan Railways – Agency “Turkmendemiryollary” (TRK), O’zbekiston temir yo’llari JSC (UTI), the representatives from China State Railway Group Co., Ltd. (KZD), Ukrainian Railways JSC, OSJD affiliated enterprises – “UTLC ERA” JSC, CTM LLC and “TransContainer” PJSC, as well as the OSJD Committee.
In accordance with clause 13 of Article 3 of the MTT Agreement, the authority to represent the interests, exercise voting rights at the meeting and sign the Minutes of the meeting has been transferred from the Czech Railways Cargo JSC (ČD Cargo) to the head of the Georgian Railway (GR) delegation.
On the basis of a power of attorney of the Party to the MTT Agreement – Estonian Railway – Eesti Raudtee JSC (EVR), the right to represent the interests, vote at the meeting and sign the Minutes of the meeting has been delegated from EVR to the Chairperson of the OSJD Commission on Freight Traffic.
Sorbon Gulakhmazoda, First Deputy Head of the SUE “Rohi Ohani Tojikiston”, addressed the meeting participants with a welcoming speech, noting the significance and importance of holding the meeting on the subject “Improving the MTT Agreement and updating the MTT Tariff” and the issues under consideration with the aim of increasing the competitiveness of rail freight traffic in the Eurasian space and the efficient use of rail transport. He also wished the participants fruitful and successful work and a pleasant stay in Dushanbe.
The meeting participants were briefed on the activities of the SUE “Rohi Ohani Tojikiston”, the transit and transport potential of the Republic of Tajikistan, as well as the investment and infrastructure projects of the Tajik Railway.
The meeting participants discussed the proposals received from the Parties to the MTT Agreement and the OSJD Committee, as the depositary of the MTT Agreement, aimed at improving the MTT Agreement and updating the MTT Tariff, and agreed to introduce amendments and additions to the MTT Agreement and the MTT Tariff, specifying the dates of their entry into force.
Following consideration of the items on the meeting agenda, the participants in the meeting – the Parties to the MTT Agreement – signed the final document, i.e. the Minutes of the meeting.
