Regular meetings of the OSJD Committee members No. 2/2025 and No. 3/2025 (press-release)
The regular meeting of the OSJD Committee members No. 2/2025 was held on 10 March 2025 in a hybrid format. Within the framework of the approved agenda, members of the OSJD Committee reviewed and adopted reports on the:
- AWG meeting on the Rules for the transportation of dangerous goods of the OSJD Commission on Transport Law (OSJD Committee, 13-16 February);
- AWG meeting on document of title to the goods of the OSJD Commission on Transport Law (OSJD Committee, 18-21 February);
- participation in the 87th session of the UNECE Inland Transport Committee (ITC) (Geneva, 11-14 February).
The meeting approved the Duty Trip Plan for the OSJD Committee staff for 2025, agreed on the financial part of the draft “Report on the OSJD Activities for 2024” together with the draft decision, and decided to submit it to the OSJD governing bodies for consideration and approval.
In preparation for the meetings of the governing bodies of the OSJD, relevant materials were reviewed and agreed upon for further submission to meeting XXIX of the Conference of General Directors (Authorised Representatives) of OSJD Railways and session LII of the Ministerial Conference for consideration and adoption of relevant decisions.
After discussion, the meeting approved the materials on the agenda items and decided to submit them to CGD meeting XXIX for consideration and adoption of relevant decisions.
The regular meeting of the OSJD Commit- tee members No. 3/2024 was held on 19 May
2024 in a hybrid format. Within the framework of the approved agenda, members of the OSJD Committee reviewed and adopted reports on the:
- expert meeting of the PWG CI on the subjects: “Coding and information technologies” and “OSJD Website” (OSJD Committee, 4-5 March);
- expert meeting of the PWG CI on the subjects: “Paperless technology for the carriage of goods in international railway traffic” and “Conducting international financial accounting with the use of paperless technology” (OSJD Committee, 6-7 March);
- meeting of the authorised representatives of the Parties to the Agreement on the Rules for Accounting in International Passenger and Freight Railway Traffic (videoconferencing, 4-7 March);
- meeting of the representatives of railways and foreign trade organisations of Afghanistan, Belarus, Vietnam, Iran, Kazakhstan, China, DPRK, Mongolia, Russia, Turkmenistan and Uzbekistan on coordinating the volumes of export, import and transit freight transportation by rail in 2025 and measures to be taken to ensure them(Ulan-Bator, 10-14 March);
- expert meeting of the OSJD Commission on Passenger Traffic on the subject “Systems of seat reservation, reference and information services for passengers, provision of general services and generation of financial statements” (OSJD Committee, 11-12 March);
- expert meeting of the Parties to the Agreement on the Use of Passenger Coaches in International Traffic (OSJD Committee, 17-18 March);
- expert meeting of the OSJD Commission on Transport Law on the SMPS issues (OSJD Committee, 19-21 March);
- meeting XXX of the OSJD AWG on the issues of vocational education/training in the field of railway traffic (videoconferencing, 19-21 March);
- meeting of the AWG of the OSJD Commission on Transport Policy and Development Strategy on the statistical issues (OSJD Committee, 25-26 March);
- meeting of the AWG of the OSJD Commission on Transport Law on the development of technical regulations for stowing and fastening of goods (OSJD Committee, 25-27 March);
- meeting of the OSJD Commission on Freight Traffic on the subjects “Updating the Harmonised Nomenclature of Goods (GNG)” and “Updating the List of Freight Stations of the OSJD Railways” (Tbilisi, 25-28 March);
- expert meeting of the OSJD Commission on Infrastructure and Rolling Stock on subject No. 1 “Rolling stock dimensions in international traffic, taking into account the requirements for interoperability” (OSJD Commit- tee, 1-3 April);
- expert meeting of the Parties to the Agreement on the Use of Freight Wagons in International Traffic (OSJD Committee, 2-4 April);
- expert meeting of the OSJD Commission on Transport Policy and Development Strategy on the subject “Development and implementation of comprehensive measures to improve transport and develop OSJD railway transport corridors” (OSJD Committee, 8-10 April);
- expert meeting of the OSJD Commission on Transport Law on the SMGS issues (OSJD Committee, 8-11 April);
- expert meeting of the OSJD Commission on Passenger Traffic on subject “Consideration of proposals on the organisation of passenger trains and direct coaches in international traffic for 2025-2026 of group II of OSJD railways” (videoconferencing, 9-10 April);
- expert meeting of the OSJD Commission on Infrastructure and Rolling Stock on subject No. 5 “Railway rolling stock.
Technical requirements as to its elements” (OSJD Committee, 23-24 April);
- expert meeting of the OSJD Commission on Infrastructure and Rolling Stock on subtopic No. 2.3 “Comprehensive diagnostics of railway tracks” of subject No. 2 “Railway track and engineer structures” (OSJD Committee, 28-30 April);
- expert meeting of the OSJD Commission on Infrastructure and Rolling Stock on subtopic No. 2.2 “Consideration of a set of issues on the track formation and engineer structures” of subject No. 2 “Railway track and engineer structures” (OSJD Committee, 5-7 May);
- meeting of the Working Group of the Parties to the Agreement on the Use of Freight Wagons in International Traffic (PGW) on tariff rate calculation (OSJD Committee, 13-14 May);
- participation in the annual meeting of the UIC Steering Committee on NHM/DIUM issues (Paris, 20 February);
- participation in the 3rd International Freight Conference “2025. Railway logistics: objectives of current development” (Minsk, 10 April).
The tasks arising from the decisions of meeting XXXIX of the Conference of General Directors (Authorised Representatives) of the OSJD railways were defined.
The meeting considered issues related to preparations for session LII of the OSJD Ministerial Conference.
The OSJD Committee Chairman informed about working meetings with the Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the Republic of Poland, as well as with the representatives of KORAIL and UIC, which took place in April and May 2025.
