Working meeting at the OSJD Committee with the KORAIL delegation (press-release)

On 28 April 2025, a working meeting with the delegation of the Korea Railroad Corporation (KORAIL) was held at the OSJD Committee in Warsaw. From the OSJD Committee side the meeting was attended by Chairman Mirosław Antonowicz and Deputy Chairman Mikhail Vsevolozhskiy, and from the KORAIL side the meeting was attended by Chief Audit Executive of the Korea Railroad Corporation Mr. Kwon Se Ho, Director of the Management Audit Department Mr. Cheon Sewan, as well as other KORAIL officials.

The OSJD Committee Chairman briefly informed the KORAIL delegation about the OSJD activities, the outcomes and decisions of meeting XXXIX (39) of the Conference of General Directors (Authorised Representatives) of OSJD Railways held on 14-17 April this year, and the tasks facing the OSJD in the near future.

Mr. Kwon Se Ho expressed his deep gratitude to the OSJD Committee Chairman for presenting the Honorary Diploma for merits in the field of high-speed traffic development, which was timed to coincide with the 20th anniversary, celebrated in 2024, from the moment the high-speed traffic with the KTX trains was launched by KORAIL.

He emphasised that this award was a great hon- our and an expression of gratitude to all KORAIL employees for their significant contribution to the development of railway transport. In addition, the award is perceived by railway personnel of the Republic of Korea as an important incentive for further active work on the development of international railway transportation. Mr. Kwon Se Ho also noted that during session L (50) of the OSJD Ministerial Conference, held in June 2023 in Busan, a decision was made on the accession of the Republic of Korea to SMPS, SMGS and the Agreement on Multimodal Transportation.

Currently, internal procedures on the national level are underway to join the SMGS Agreement, including obtaining the consent of the National Assembly, and the Republic of Korea is making every effort to complete them as soon as possible.

In addition, KORAIL has acceded to the ETT and MTT Agreements, as well as to the Agreement on International Container Traffic.

It is especially important to note that based on the Agreement on International Multimodal Transport, KORAIL successfully carried out four pilot runs from June till December 2024 as part of the international multimodal transport project between the Republic of Korea, China and the Central Asian countries. Participation in the meeting to coordinate freight traffic volumes held in March this year in Ulan-Bator (Mongolia) gave a significant impetus to the implementation of international multimodal transportation between the Republic of Korea and the Central Asian countries. Within the framework of international cooperation, KORAIL is currently implementing joint projects with Uzbekistan Railways, including:

- “Project for the transfer of technology for the maintenance of high-speed trains”;

- “Feasibility study for the construction of a new high-speed line Tashkent – Samar- kand”.

Mr. Kwon Se Ho emphasised that KORAIL is ready to further strengthen cooperation with the OSJD member countries, including through the exchange of experience in the field of high-speed railway operation and the transfer of technical knowledge, promoting mutual development. He also said that the Republic of Korea expresses its full support for the proposal to hold the meeting of the representatives of the parties to the ETT Agreement in 2026 in the country. KORAIL is ready to assume the functions of the organiser of this important international event and will make every effort to ensure its successful organisation.

The parties also discussed other issues of mutual cooperation, expressing confidence in its further development.

In conclusion, the OSJD Committee Chairman expressed his gratitude for the active participation of KORAIL in the OSJD activities.
