Meeting of the Working Group of the Parties to the PGW Agreement on the tariff calculation
Within the framework of the topic "Improving the Agreement on the Rules for the Use of Freight Wagons in International Traffic" (PGW Agreement), a meeting of the Working Group of the Parties to the PGW Agreement on the calculation of tariff rates was held from May 13 to May 14, 2025 in the OSJD Committee (Warsaw) (hereinafter – meeting). The meeting was held in accordance with the approved Work Plan 2025 of the OSJD Commission on Freight Traffic. The representatives of the Parties to the PGW Agreement, members of the Working Group - the Byelorussian Railway (BC), JSC National Company Kazakhstan Temir Zholy (KZH), LLC LDZ CARGO, JSC PKP CARGO in Restructuring (PKP CARGO), JSC Russian Railways (JSC Russian Railways), JSC Cargo Slovakia Railway Company (ZSSK CARGO), JSC Uzbekistan Temir Yullari (UTI), JSC Ukrainska Zaliznica (JSC Ukrzaliznica), JSC Estonian Railway (EVR), as well as representatives of the Hungarian State Railways CJSC (MAV CJSC), CJSC Rail Cargo Hungaria (CJSC RCH) - the Parties to the PGW Agreement and the representatives of the OSJD Committee attended the meeting.
The leading duty holder performed a preliminary analysis of the data for 2024 received from the Parties to the PGW Agreement to calculate the draft tariff rates for the use of freight wagons in international traffic. The results of the preliminary calculation of the draft tariff rates for the use of freight wagons, bogies and wagons without bogies in international traffic, based on the data for the year 2024 received from the Parties to the PGW Agreement were presented. The meeting participants stated that the calculations were carried out in accordance with Appendix 17 "Methodology for calculating the tariff rates for the use of wagons, bogies and wagons without bogies" to the PGW (hereinafter referred to as the Methodology). After the initial and updated data will be provided by the Parties to the PGW Agreement, the leading duty holder will recalculate the draft tariff rates for the use of freight wagons, bogies and wagons without bogies in international traffic for further consideration and appropriate decisions at a meeting of authorized representatives of the Parties to the PGW Agreement (June 16-18, 2025). In addition, according to the Swiss National Bank (www.snb.ch) the inflation rate (change in consumer prices) for 2024 was 1.1%, and therefore, in accordance with paragraph 1.3.6 of the Methodology, it was established that the tariff rates for the use of wagons and bogies are subject to indexation.
It was noted at the meeting that work on further consideration of amendments to the Methodology would continue at a meeting of authorized representatives of the Parties to the PGW Agreement.
