Meeting of experts of the Parties to the Agreement on the Use of Freight Wagons in International Traffic (PGV Agreement)
A meeting of experts of the Parties to the Agreement on the Use of Freight Wagons in International Traffic (PGV Agreement) (hereinafter the meeting) was held on April 2-4, 2025 at the OSJD Committee headquarters in Warsaw. The experts discussed the topic “Enhancement of the Agreement on the Use of Freight Wagons in International Traffic (PGV)” according to the approved Work Plan of the OSJD Commission on Freight Traffic for 2025. The meeting was attended by the representatives of the following Parties to the PGV Agreement, participating in the work on the topic:
Belarussian Railway (BC), Hungarian State Railways (MAV), Rail Cargo Hungaria (RCG), Kazakhstan Temir Zholy National Company (KZH), National Company Kyrgyz Temir Zholy (KRG), LDZ CARGO (LDZ CARGO), Lietuvos geležinkeliai (LTG), Mongolian-Russian Ulan-Bator Railway (UBZD), JSC PKP CARGO in Restructuring (PKP CARGO), Russian Railways (RZD), Railway Company Cargo Slovakia (ZSSK CARGO), Ozbekiston Temir Yollari (UTI), Ukrainian Railways (UZ), Estonian Railway (EVR), OSJD Committee.
The Meeting participants reviewed the proposals received from the Parties to the PGV Agreement, namely BC, KZH, KRG, LTG, UBZD, PKP CARGO, RZD, TDZ, UTI, UZ and EVR, for the purpose of improving and updating the following parts of the PGV:
- Appendix B to the PGV Agreement: Paragraph 11 – Liability scope of Parties to the Agreement; Paragraph 16 – General Provisions;
- Appendix 10 to the PGV Agreement – Price List for repair of wagons;
- Appendix 17 to the PGV Agreement – Methodology on calculation of charge rates for use of wagons, bogies and bogieless wagons” (subparagraphs 1.2.1, 1.2.4, 1.2.5, 1.3.1, 1.3.4, 1.3.6; Annex 1);
- Appendix E – Voting on PGV sections to the PGV Agreement.
Parties have presented their views and discussed a number of proposals received during the meeting. They agreed on several amendments and additions to the PGV and recognized the need for additional discussion of the following issues:
- amending the regulation of liability of a railway undertaking that reimburses a wagon (bogie) owner for the return of bogies removed from a wagon;
- option to delete Annex 1 to the Methodology and consideration of other sources of information for defining wagon subgroups.
The Chair of the meeting informed the participants of the change in line 15 of Annex 1-I (Addresses of the Parties to the Agreement) to the PGV Agreement, which the OSJD Committee, as the depositary of the Agreement, made based on the official notification from PKP Broad Gauge Metallurgical Railway Line, a party to the PGV Agreement. The change became effective on February 28 of this year.
