Meeting XXXIX of the Conference of General Directors (Authorised Representatives) of OSJD Railways (press-release)
From 14 till 17 April 2025, meeting XXXIX of the Conference of General Directors (Author- ised Representatives) of OSJD Railways was held in Warsaw (Republic of Poland), with the participation of the delegations from: Azerbaijani Railways CJSC, Afghanistan Railway Authority, State Association “Byelorussian Railway”, Hungarian State Railways Co. (MAV), Vietnamese Railway SC, Georgian Railway JSC, “Kazakhstan Temir Zholy National Company” JSC, State Corporation “Chinese Railways”, Railways of the Democratic People’s Republic of Korea, Korea Railroad Corporation (KORAIL), “Kyrgyz Temir Zholu National Company” State Enterprise, Lao National Railway State Enterprise, Latvijas Dzelzceļš SJSC (Latvian Railway SJSC), Ulan-Bator Railway JSC, Polish State Railways JSC, Russian Railways OJSC, National Railway Company of Romania “CFR”-S.A., Railways of the Slovak Republic, SUE “Rohi Ohani Tojikiston” (Railway of Tajikistan), O’zbekiston temir yo’llari JSC (Railways of Uzbekistan), Ukrainian Railways JSC, Czech Railways JSC, Estonian Railway JSC.
The CGD meeting was also attended by the representatives of the OSJD affiliated enterprises: Railway Research Institute (Republic of Poland) and PLASKE JSC.
The meeting was chaired by Mirosław Antonowicz, Chairman of the OSJD Committee, while Attila Kiss, Secretary of the OSJD Committee, acted as secretary of the meeting.
Within the framework of the agenda the participants of the CGD meeting discussed and approved the results of work for 2024 of the OSJD Commissions on Freight Traffic, on Passenger Traf- fic, on Infrastructure and Rolling Stock, OSJD Per- manent Working Groups on Coding and Information Technology, on Finance and Accounting.
The following issues were also addressed:
- the progress of mutual accounting and the mechanism of repayment of debts between railways;
- working results of the Ad Hoc Working Group on the issues of vocational education/training in the field of railway traffic;
- the Report on the OSJD Activities for 2024;
- the OSJD Work Programme for 2026 and subsequent years;
- the OSJD Committee Budget;
- the issue of establishing the order of holding CGD meetings starting from 2026 till 2030 in the OSJD member countries;
- preliminary agenda, date and venue of CGD anniversary meeting XL (40).
The Conference noted the successful implementation of the OSJD Work Programme and Plan for 2024 and approved the “Report on the OSJD Activities for 2024”, the “OSJD Work Programme for 2026 and subsequent years” in the field of freight and passenger traffic, infrastructure and rolling stock, coding and information technology, as well as finance and accounting.
As part of the activities of the OSJD Commission on Infrastructure and Rolling Stock, the following OSJD leaflets were approved:
О 514 “Unification of axle bodies and adapters for wheelsets of freight wagon bogies” (4th edition);
О 514/2 “Solution as to the unification of types and main dimensions of roller antifriction bearings for wagons operating in international traffic” (3rd edition);
О+R 540/1 “Brake (electro-pneumatic brake) for passenger coaches” (4th edition);
О+R 771 “Recommendations for the use of high-strength bolts in the construction, maintenance and strengthening of metal bridges” (4th edition);
О+R 890 “Terminology for an innovative railway telecommunications system based on 4G/5G technology” (1st edition).
The following OSJD leaflets have been annulled:
О 514 “Unification of axle bodies” (3rd edition dated 28.04.2006);
О 514/2 “Solution as to the unification of types and main dimensions of roller antifriction bearings for wagons operating in international traffic” (2nd edition dated 29.04.2005);
О+R 540/1 “Brake (electro-pneumatic brake) for passenger coaches” (3rd edition dated 29.04.2005);
О+R 772 “Recommendations for corrosion protection of metal railway bridges” (1st edition dated 27.04.2007).
As part of the review of the results of the PWG CI work, the following OSJD leaflets were approved, with their previous editions cancelled:
О 920-13 “Common coding and data structure required in international freight traffic”, 9th edition dated 17.04.2025;
О+R 943 “Library of standard electronic messages for international freight traffic on the terms of the SMGS Agreement in the UN/EDIFACT standard”, 18th edition dated 17.04.2025;
О+R 944 “List of classifiers and codes of data elements. Library of codes lists for freight traffic under the terms of the SMGS Agreement”, 17th edition dated 17.04.2025.
The approved preliminary agenda of CGD anniversary meeting XL (40) includes the consideration of the work progress for 2025 of the OSJD Commissions on Freight Traffic, on Passenger Traffic, on Infrastructure and Rolling Stock, as well as the OSJD Permanent Working Groups on Coding and Information Technology, on Finance and Accounting. It is planned to discuss the progress of mutual accounting and the mechanism of repayment of debts between railways, working results of the Ad Hoc Working Group on the issues of vocational education/ training in the field of railway traffic, the Report on the OSJD Activities for 2025, the OSJD Work Programme for 2027 and subsequent years, the OSJD Committee Budget, the issue of granting the status of an OSJD affiliated enterprise, the preliminary agenda, date and venue of CGD meeting XLI.
The delegation of Uzbekistan Railways JSC informed the Conference of its intention to host meeting XLI of the Conference of General Directors (Authorised Representatives) of OSJD Railways in the Republic of Uzbekistan in 2027.
There were no proposals from CGD members so far regarding the holding of subsequent CGD meetings starting from 2028.
If no proposals are received from CGD members regarding their readiness to host a CGD meeting in their country, the meeting shall beorganised by the OSJD Committee.
The Conference gratefully accepted the invitation of the “Kazakhstan Temir Zholy National Company” JSC and agreed to hold anniversary meeting XL of the Conference from 20 till 24 April 2026 in the Republic of Kazakhstan, which will coincide with the 70th anniversary of the OSJD’s foundation.
The delegation of the State Corporation “Chinese Railways” invited the representatives of all railways of the OSJD member countries to take part in the World Congress on High-Speed Rail, which is scheduled for 8-11 July 2025 in Beijing in two symbolic locations: the China National Convention Center (CNCC) and the National Railway Test Center (NRTC).
