Expert meeting of the OSJD Commission on Transport Law on the SMPS issues (press release)

In accordance with the Work Plan of the OSJD Commission on Transport Law for 2024, on 12-14 March 2024, the OSJD Committee hosted an expert meeting of the OSJD Commission on Transport Law on the SMPS issues, which was attended by the representatives of OSJD member countries from the Republic of Azerbaijan, Republic of Belarus, Hungary, Republic of Kazakhstan, People’s Republic of China, Kyrgyz Republic, Republic of Latvia, Mongolia, Russian Federation, Slovak Republic, Republic of Tajikistan, Republic of Uzbekistan, Ukraine and Republic of Estonia, as well as of the Railway of Moldova State Enterprise and of the OSJD Committee.

A number of proposals were considered as part of the agenda as regards the following items:

- amendments and updates into the Agreement on International Passenger Traffic (SMPS);

- amendments and updates into the Service Instructions to the Agreement on International Passenger Traffic (SI to SMPS);

- updating the draft Document regulating issues related to the service staff of the entities involved in the international passenger traffic;

- introduction of amendments and updates into Leaflet O 110 “Rules for checking procedure of international passenger trains and direct coaches in the traffic between the OSJD member countries.”

Following the results of discussion, the draft amendments and updates into the SMPS Agreement and the SI to SMPS have been preliminary agreed upon.

The meeting participants have considered it expedient to discuss the issue of including the draft Document regulating the issues related to the service staff of the entities involved in the international passenger traffic into the draft Agreement on the relationship between carriers in international passenger traffic in the form of an Annex.

When discussing the proposal of the Railway of Moldova State Enterprise to supplement Leaflet O 110 with the provisions regulating the method of cancelling travel documents onboard the train, it was considered expedient to include this regulation into SI to SMPS, and to this end appropriate proposals will be prepared.
