Regular meeting of the OSJD Committee members No. 6-2023

The regular meeting of the OSJD Committee members No. 6/2023 was held on 12 December 2023 in a hybrid format. As part of the agenda, members of the OSJD Committee reviewed and adopted the reports on:

- final meeting of the OSJD Commission on Transport Policy and Development Strategy (OSJD Committee, 7-10 November 2023);

- final meeting of the OSJD Commission on Infrastructure and Rolling Stock (OSJD Committee, 7-9 November 2023);

- meeting of the OSJD Commission on Trans port Law on the SMGS issues (OSJD Committee, 14-17 November 2023);

- final meeting of the PWG on Coding and Information Technologies (OSJD Committee, 14-16 November 2023);

- XXVI meeting of the Ad Hoc Working Group on vocational education/training in the field of railway traffic (videoconferencing mode, 20-22 November 2023);

- meeting of the OSJD Commission on Transport Law on the SMPS issues (OSJD Committee, 21-23 November 2023);

- Consultative meeting on the subject “Conducting a study on the terminology of combined, intermodal and multimodal transportation (TCIMT)” (videoconferencing mode, 29 November 2023);

- participation in the 4th Tbilisi Silk Road Forum (Tbilisi, 26-27 October 2023);

- participation of the OSJD Committee Chairman in the forum “Transport Week of Mongolia 2023” (Ulan-Bator, 6-8 November 2023);

- participation in the 36th session of the UNECE ITC Working Group on Transport Trends and Economics (Geneva, 4-5 September 2023).

After considering the report on the final meeting of the OSJD Commission on Transport Policy and Development Strategy, the meeting of the OSJD Committee members decided to take this report into account and, in accordance with the written procedure, approve the 5th edition of OSJD Leaflet O 905/1 “Methodological guidelines for the work in the field of exchange of scientific, technical and economic information on transport”.

After considering the report of the meeting of the OSJD Commission on Transport Law on the SMGS issues, the meeting decided to approve and put into force as of 1 July 2024 the agreed changes and amendments into the SMGS Agreement.

According to Article 56 of the SMGS Agreement “Amendment, addition and publication of the SMGS Agreement and SI to SMGS”, the above changes and additions will be considered approved if within 2 months after they are sent to all the SMGS Parties no objections are received from any Party.

After considering the report of the meeting of the OSJD Commission on Transport Law on the SMPS issues, the meeting decided to approve the agreed changes and amendments into the SMPS Agreement and SI to SMPS with their entry into force as of 1 May 2024.

According to Article 46 of the SMPS Agreement “Publication, amendments and additions to the SMPS Agreement and SI to SMPS”, the above changes and additions will be considered approved if, within 2 months after they are sent to all the SMPS Parties, no objections are received from any Party.

When considering the Report on the publishing activities of the editorial board of the OSJD Bulletin journal for 2023, a number of proposals and comments were made, in connection with which it was proposed to finalise the Report and submit it for approval at the next meeting in February 2024.

The meeting decided to approve the thematic plan of publications in the OSJD Bulletin journal for 2024.

The meeting approved the following plan for its regular meetings for 2024:

1/2024 – 23 February,

2/2024 – 8 and 11 (if necessary) March,

3/2024 – 20 May,

4/2024 – 24 June,

5/2024 – 30 September,

6/2024 – 18 November,

7/2024 – 16 December.

The meeting considers it appropriate to invite to the 51st (LI) session of the OSJD Ministerial Conference the representatives of the following organisations:

− Secretariat of the UN Economic Commission for Europe (UNECE);

− Universal Postal Union (UPU);

− International Transport Forum (ITF);

− Permanent Secretariat of the IGC TRACECA;

− Organisation of Turkic States (OTS);

− European Union Railway Agency (ERA);

− OSJD observers.

The OSJD Committee will also invite other international organisations with which the OSJD has signed agreements or memoranda of cooperation.

At the same time, the meeting asked the members of the OSJD Ministerial Conference to give the OSJD Committee the right to invite to the 51st session the representatives of the competent authorities of those countries from which an application about their desire to join the OSJD is received. The above proposals were submitted in accordance with a written procedure for approval by members of the OSJD Ministerial Conference.
