Expert meeting of the OSJD Commission on Infrastructure and Rolling Stock on the subtopic “Wagons and Coaches”
During the period from 5 till 7 March 2024, an expert meeting of the OSJD Commission on Infrastructure and Rolling Stock was held at the OSJD Committee (Warsaw) on subtopic 5.2 “Wagons and Coaches” of subject No. 5 “Rolling stock for railways. Technical requirements as to its elements”, which was attended by the representatives from the following OSJD railways: Byelorussian Railway (BC), Hungarian State Railways Co. (MAV-START Co.), “Kazakhstan Temir Zholy National Company” JSC (KTZ NC JSC), Lithuanian Railways JSC (LTG), Railway of Moldova State Enterprise (CFM), Russian Railways OJSC (RZD OJSC), Railways of the Slovak Republic (ZSR), Ukrainian Railways JSC (Ukrzaliznytsia JSC), as well as from the OSJD affiliated enterprise – Railway Research Institute (Republic of Poland) and the OSJD Committee.
The meeting was opened and the participants were welcomed by Secretary of the OSJD Committee, Attila Kiss, who noted the importance of the issues under consideration and thanked all delegations for their participation. The Secretary of the OSJD Committee also informed about the work carried out to prepare for CGD meeting XXXVIII, which is planned to be held from 15 till 19 April 2024 in the city of Ashgabat (Turkmenistan).
The meeting agenda included the following items:
- continuation of work on updating OSJD Leaflet O+R 515 “Freight wagons for the chassis with the wheelsets replaceable between the track gauges of 1435 mm/1520 mm” (I edition dated 01.01.1999);
- updating OSJD Leaflets:
- O 514 “Unification of axle box bodies” (III edition dated 28.04.2006),
- R 514/1 “Unification of axle boxes and rolling bearings of freight wagons for 1520-mm tack gauge” (I edition dated 06.11.2008),
- O 514/2 “A solution for the unification of types and main dimensions of rolling bearings in wagons operating in international traffic” (II edition dated 29.04.2005);
- proposals as regards the draft Work Plan of experts on subtopic 5.2 “Wagons and Coaches” of subject No. 5 “Rolling stock for railways. Technical requirements as to its elements” for 2025.
The experts have agreed to continue their works on OSJD Leaflet O+R 515 “Freight wagons for the chassis with the wheelsets replaceable between the track gauges of 1435 mm/1520 mm” (I edition dated 01.01.1999) taking into account comments and proposals, and to include these works in the draft Work Plan of the OSJD Commission No. 5 for 2025, with the participation of all railways participating in subtopic 5.2 and the working staff of the OSJD Commission on Infrastructure and Rolling Stock.
The meeting participants were introduced with the first edition draft OSJD Leaflets O 514 “Unification of axle box bodies” (III edition dated 28.04.2006), R 514/1 “Unification of axle boxes and rolling bearings of freight wagons for 1520-mm track gauge” (I edition dated 06.11.2008) and O 514/2 “A solution for the unification of types and main dimensions of rolling bearings in wagons operating in international traffic” (II edition dated 29.04.2005), updated by the leading duty holder – RZD OJSC, and with the draft IV edition of OSJD Leaflet O 514. As part of updating the Leaflet, the following amendments have been introduced:
- the main dimensions of axle box housings and adapters for three-element bogies of four-axle freight wagons with rolling bearings were analysed and brought into compliance with the requirements of the design documentation development system;
- sketches of axle box housings have been introduced.

After detailed consideration and discussion of the submitted proposals, the draft IV edition of OSJD Leaflet O 514 was agreed upon, which, according to the established procedure, will subsequently be considered by the annual meeting of the OSJD Commission on Infrastructure and Rolling Stock (November 2024) and submitted for approval at the next CGD meeting. It was proposed to cancel edition III of the Leaflet dated 28.04.2006.
The leading duty holder – RZD OJSC familiarised the meeting participants with the draft II edition of OSJD Leaflet R 514/1, which defines the unification requirements that apply to axle boxes and rolling bearings of wheel sets of bogies of 1520-mm gauge freight wagons with a maximum static load from the wheel set onto the rails 230.5 kN (23.5 tf) – 245.0 kN (25.0 tf).
As part of the updating process, the following changes have been introduced:
- the main dimensions of axle box housings and adapters for three-element bogies of four-axle freight wagons with rolling bearings were analysed and brought into compliance with the requirements of the design documentation development system;
- new types and main sizes of bearings, axle box housings and adapters for three-element bogies of four-axle freight wagons with rolling bearings have been included;
- the leaflet is supplemented with sketches of wheelsets, including those equipped with cassette-type bearings, as well as of axle box housings and adapters.
After detailed consideration and discussion, the draft II edition of OSJD Leaflet R 514/1 was agreed upon, and the meeting participants proposed to subsequently approve it in accordance with the established procedure at the final meeting of the Commission in November 2024.
The leading duty holder – RZD OJSC familiarised the meeting participants with the draft III edition of OSJD Leaflet O 514/2 “A solution for the unification of types and main dimensions of rolling bearings in wagons operating in international traffic”, which provides a solution related to the creation of necessary conditions for the maintenance and repair of wagons, as well as making production easier and cheaper. As part of updating the Leaflet, the main dimensions of rolling bearings in freight wagons and passenger coaches were analysed and brought into compliance with the requirements of the design documentation development system.
After detailed consideration and discussion, the draft III edition of OSJD Leaflet O 514/2 was approved with subsequent submission for concord by the annual meeting of the Commission and for approval at the next CGD meeting.
It was also proposed to cancel the second edition of the leaflet dated 29.04.2005.
The expert meeting has reviewed and agreed on the draft Work Plan for subtopic 5.2 “Wagons and Coaches” of subject No. 5 “Rolling stock for railways. Technical requirements as to its elements” for 2025.
