The regular meeting of the OSJD Committee members No. 1-2024 was held on 23 February 2024 in a hybrid format. Within the framework of the approved agenda, members of the OSJD Committee reviewed and adopted reports on the:

- meeting of experts of the OSJD Commission on Passenger Traffic on the subject “Management of station buildings and passenger railway stations” (videoconferencing, 23-24 January 2024);

- expert meeting of the OSJD PWG on Finance and Accounting (videoconferencing, from 30 January till 1 February 2024);

- expert meeting of the OSJD Commission on Transport Policy and Development Strategy on the subject “Directions for the strategic development of railway transport in the OSJD member countries” (OSJD Committee, 6-8 February 2024);

- participation in the 5th session of the OTIF ad hoc Committee on Legal Affairs and International Cooperation (Bern, 7-8 November 2023);

- participation in the first “World Sustainable Transport Day” (Geneva, 24 November 2023);

- participation in the 43rd session of Working Group VI (Negotiable Multimodal Transport Documents) of the UN Commission on International Trade Law (Vienna, from 27 November till 1 December 2023);

- participation in the expert meeting on dry ports and multimodal transport under the auspices of the UNESCAP (videoconferencing, Bangkok, 6-7 December 2023);

- participation in the IV Railway Congress (Moscow, 15 December 2023);

- participation in the “Global Gateway Transport Investors Forum for EU-Central Asia Transport Connectivity” (Brussels, 29-30 January 2024).

The “Plan of duty trips for OSJD Commit- tee employees” for 2024 and the “Report on the publishing activity for 2023 of the OSJD Bulletin” were reviewed and approved.

When considering the issue of cooperation with the PS IGC TRACECA, a draft Memorandum of Cooperation a draft Memorandum of Cooperation between the OSJD and the Permanent Secretariat of the Intergovernmental Commission TRACECA was agreed upon and circulated to the OSJD members in order to be authorised for signing.

In the course of preparation for meeting XXXVIII of the Conference of General Directors (Authorised Representatives) of OSJD railways (CGD) and session LI of the OSJD Ministerial Conference (MC), the following materials were reviewed and, after being considered and amended, agreed upon for submission to the OSJD governing bodies for consideration and approval:

- draft “Report on OSJD Activities for 2023” (financial part excluded),

- OSJD Work Programme for 2025 and subsequent years;

• for CGD meeting XXXVIII:

- draft preliminary agenda for CGD meeting XXXVIII,

- draft activity reports for 2023 of the OSJD Commissions on Freight Traffic, on Passenger Traffic, on Infrastructure and Rolling Stock, of the OSJD Permanent Working Groups on Coding and Information Technologies,

• for session LI of the OSJD Ministerial Conference:

- draft activity reports for 2023 of the OSJD Commissions on Transport Policy and Development Strategy and on Transport Law.

In pursuance of the decision of the joint meeting of Plenipotentiary Representatives of the MC members and the CGD members, the meeting decided to include in the draft agendas of the OSJD governing bodies’ meetings in 2024 the item “Expediency in drawing-up a draft OSJD development strategy”. The relevant material will be presented by the OSJD Committee Chairman at the next meeting of the OSJD Committee members with a view to further sending it for consideration by the OSJD governing bodies.
