Regular meeting of the OSJD Committee members No. 7/2022
The regular meeting of the OSJD Committee members No. 7/2022 was held in the OSJD Committee premises on 7 December 2022 in a hybrid format due to the restrictions imposed to prevent the spread of the coronavirus infection.
Within the framework of the agenda, the OSJD Committee members considered and adopted without comments the reports on:
- annual meeting of the OSJD Commission on Transport Policy and Development Strategy (7-10 November 2022, in videoconferencing mode);
- annual meeting of the OSJD Commission on Infrastructure and Rolling Stock (8-10 November 2022, in videoconferencing mode);
- meeting of the OSJD Commission on Transport Law on SMGS issues (15-18 November 2022, in videoconferencing mode);
- annual meeting of the PWG on Coding and Information Technologies (15-17 November, 2022 in videoconferencing mode);
- meeting of the OSJD Commission on Transport Law on SMPS issues (22-25 November, 2022 in videoconferencing mode);
- Consultative meeting on the subject “Conducting a study on the terminology of combined, intermodal and multimodal transport (TCIMT)” (28 November 2022, in videoconferencing mode);
- meeting XXIII of the OSJD Ad Hoc Working Group on vocational education/training in the field of railway transport (22-24 November 2022, in videoconferencing mode);
- participation in the work of the sixth meeting of the CAREC Working Group on railway transport (Almaty, 17-18 October 2022);
- participation in the joint “Round Table” of the EEC/CCTT on the subject “Status and prospects of cross-border transportation” (10 November 2022, Moscow, in a hybrid format);
- participation in the 40th UIC Plenary Meeting on Railway Transport Statistics (22-23 November 2022, Paris);
- participation in the 3rd session of the OTIF Special Commission on Legal Affairs and International Cooperation (5-6 October 2022, London);
- participation in the 48th meeting of the Working Group of Technical Experts WG TECH of the Intergovernmental Organisation for International Carriage by Rail (OTIF) (15-16 November 2022, Paris, in a hybrid format).
Moreover, the following documents have been reviewed and approved:
- reviewed Rules of the Working Conditions for the OSJD Committee Employees with the amendments and additions thereto;
- Report of the “OSJD Bulletin” journal on publishing activities for 2022;
- Thematic Plan of publications in the “OSJD Bulletin” journal for 2023;
- Business Trip Plan for the OSJD Committee employees for 2023;
- Schedule of the OSJD Committee members’ meetings for 2023;
- the list of invited guests to session L (50) of the OSJD Ministerial Conference.
Having considered the report on the meeting of the OSJD Commission on Transport Law on SMGS issues, the meeting decided to approve and put into effect as of 1 July 2023 the amendments and additions into the SMGS Agreement which had been approved by the meeting of the OSJD Commission on Transport Law on SMGS issues.
According to Article 56 “Amendments, additions and publication of the SMGS Agreement and SI to the SMGS”, these amendments and additions shall be considered approved if no objections from any Party follow within 2 months after they were sent to all the SMGS Parties.
Having considered the report on the meeting of the OSJD Commission on Transport Law on SMPS issues, the meeting decided:
- to approve the amendments and additions into the SMPS Agreement and SI to SMPS which had been agreed by the meeting of the OSJD Commission on Transport Law on SMPS issues with their entry into effect as of 1 May 2023;
- in accordance with the procedure provided for in paragraph 2 of Article IV of the OSJD Committee Regulations – to approve and put into effect as of 1 May 2023 the XVII edition of Leaflet O 111 “Rules for the issuance and use of the OSJD service and single-use free tickets”, which had been agreed by the meeting of the OSJD Commission on Transport Law on the SMPS issues.
According to Article 46 “Publication, amendments and additions into the SMPS Agreement and into the Service Instruction thereto”, these amendments and additions shall be considered approved if no objections from any Party follow within 2 months after they were sent to all the SMPS Parties.
The meeting approved the amendments and additions into the Rules of the Working Conditions for the OSJD Committee Employees with their entry into force as of 1 January 2023, having decided to issue them as Leaflet B 7.
The meeting approved the following plan of its regular meetings for 2023:
1/2023 – 10 and 13 (if necessary) March 2023
2/2023 – 15 May 2023
3/2023 – 23 June 2023
4/2023 – 25 September 2023
5/2023 – 6 November 2023
6/2023 – 13 December 2023.
The meeting considered it expedient to invite to anniversary session L (50) of the OSJD Ministerial Conference the representatives of the following organisations:
− Secretariat of the UN Economic Commission for Europe (UNECE);
− Universal Postal Union (UPU);
− International Transport Forum (ITF);
− Permanent Secretariat of the TRACECA Intergovernmental Commission;
− European Union Railway Agency (ERA);
− OSJD observers.
At the same time, the meeting addressed the members of the OSJD Ministerial Conference with a proposal to delegated the OSJD Committee the right to invite to session L the representatives of the competent authorities of the countries that have submitted an application for the OSJD membership.
The meeting addressed the members of the OSJD Ministerial Conference with a proposal to agree on the above-mentioned initiatives in accordance with the procedure provided for in paragraph 2 of Article IV of the OSJD Committee Regulations.
