The ad hoc meeting of the OSJD Committee members was held on 15 September 2022 in a hybrid format due to the still ongoing restrictions in some countries to prevent the spread of the coronavirus pandemic.

Meeting XXXVII of the Conference of General Directors (responsible representatives) of the OSJD Railways (CGD) was not held in 2022 due to the lack of a quorum, and therefore, in order to ensure the functioning of the Organisation, the meeting considered it expedient to use the procedure provided for by paragraph 2 of Article IV of the OSJD Committee Regulations for making the necessary decisions by the CGD, on the basis of which the following materials were proposed for consideration and approval by the CGD members, including the reports covering:

- the outcomes of work of the OSJD Commission on Freight Traffic for 2021;

- the outcomes of work of the OSJD Commission on Passenger Traffic for 2021;

- the outcomes of work of the OSJD Commission on Infrastructure and Rolling Stock for 2021;

- the outcomes of work of the OSJD Permanent Working Group on Coding and Information Technologies for 2021;

- the outcomes of work of the OSJD Permanent Working Group on Finance and Accounting for 2021;

- the progress of mutual accounting and the mechanism of repayment of debts between the railways;

- the progress of work of the AWG on vocational education/training in the field of railway transport.

Moreover, materials with a proposal to grant the status of an OSJD affiliated enterprise to the Warsaw Institute of Railway Transport (Instytut Kolejnictwa) and the provisional agenda of CGD meeting XXXVII were submitted for consideration and approval.

The following issues were proposed for consideration and approval with a view to further approval by the Ministerial Conference:

- on the membership of the Lao People’s Democratic Republic in the OSJD;

- Report on OSJD Activities for 2021;

- OSJD Work Programme for 2023 and subsequent years;

- Budget of the OSJD Committee (final – for 2022 and preliminary – for 2023).

The meeting of the OSJD Committee members, having considered the preliminary agenda and dates of CGD meeting XXXVII, addressed the OSJD railways with a proposal to possibly organise this meeting in April 2023 by one of them, and in the absence of those wishing to, to instruct the OSJD Committee to hold it.
