Meeting of the OSJD/UIC Joint Working Group (JWG) on the migration of OSJD/UIC joint leaflets into draft international railway solutions (IRS)

The regular meeting of the Joint Working Group (JWG) for reviewing and converting the OSJD/UIC joint leaflets into draft OSJD/UIC international technical solutions in the field of railway transport was held from 15 till 17 February 2022 in the format of a videoconference.

As part of the agenda, the meeting considered the following items:

- information of the JWG Chairman relating to the outcomes in the implementation of the decisions of the OSJD/UIC Joint Working Group meeting for reviewing and converting the OSJD/UIC joint leaflets into draft OSJD/ UIC international railway solutions (IRS) (21-23 September 2021);

- progress of work for the formation of the draft IRS solution “Transportation of unconventional goods in international railway traffic” taking into account the comments received from the railways;

- discussion of UIC proposals on the draft OSJD/UIC joint work programme in the field of joint IRS developing and others.

The participants in the meeting were informed about the submission to the OSJD Committee within the prescribed period of the document “Additional loading gauge for rolling stock MAV-WM”, which is intended for inclusion in the draft IRS “Transportation of unconventional goods in international railway traffic”.

The meeting participants were informed about the process of preparing the draft IRS solution “Transportation of unconventional goods in international railway traffic”, taking into account the comments received from the railways, as well as taking into account the “Summary of Feedback”, agreed at the previous meeting of the Joint Working Group (21-23 September 2021).

Additional material on the loading gauge, received from the MAV Co., was included into the main part of the IRS. The meeting participants agreed that at the time of the IRS approval, the relevant changes regarding the additional loading gauge for the 1435-mm gauge, effective on the MAV network, should be made to Annex 5 “Information Guide” to the SMGS in accordance with the established procedure.

The UIC representative informed the meeting participants about the progress of work regarding the migration of UIC leaflets into the IRS solutions and about the tools for accessing reference information (https://www.shop-etf.com/).

The meeting agreed on the provisional agenda for the next JWG meeting (23-25 May 2022, UIC Secretariat), which includes:

- information from the Chairman of the OSJD Commission on Infrastructure and Rolling Stock on the decisions taken at CGD meeting XXXVII;

- information from the JWG Chairman regarding the outcomes in the implementation of the decisions of the OSJD/UIC JWG meeting on the migration of the joint OSJD/UIC leaflets into draft international railway solutions (IRS);

- discussion of the progress of work for the development of the draft IRS solution “Transportation of unconventional goods in international railway traffic” taking into account the comments received from the railways;

- other issues.

The meeting participants were provided with information on the preparation for approval at CGD meeting XXXVII of the draft “Regulations for the OSJD/UIC Joint Working Group for reviewing and converting the OSJD/UIC joint leaflets into draft international railway solutions (IRS)”, as well as with the information about the progress of work in the field of preparation of the draft IRS “Rolling stock gauges” prepared by the JWG.
