Joint Meeting of the Plenipotentiary Representatives of Members of the OSJD Ministerial Conference and the Conference of General Directors (Authorized Representatives) of OSJD Railways in 2016
Republic of Azerbaijan, Islamic Republic of Afghanistan, Republic of Belarus, Republics of Bulgaria, Hungary, Socialist Republic of Vietnam, Georgia, Islamic Republic of Iran, Republic of Kazakhstan, People's Republic of China, Democratic People's Republic of Korea, Kyrgyz Republic, Republic of Latvia, Republic of Lithuania, Republic of Moldova, Mongolia, Republic of Poland, Russian Federation, Romania, Slovak Republic, Republic of Tajikistan, Republic of Uzbekistan, Ukraine, Czech Republic, Republic of Estonia, as well as the representatives: of the OSJD observer – Finnish Railways (VR Group), OSJD affiliated enterprise – PLASKE JSC, the invited representatives of UIC and CCTT, core and staff members of the OSJD Committee.
The meeting was opened and chaired by Tadeusz Szozda, Chairman of OSCD Committee who welcomed the meeting participants and noted that in 2016 a number of events were held in connection with the 60th anniversary of OSJD, including within the meetings of OSJD governing and working bodies in Azerbaijan, Kyrgyzstan, Poland and other countries during which the results of the long-lasting Organisation’s activities were summed up.
The meeting considered and discussed the materials developed by the OSJD working bodies, as well as by the OSJD Committee, and sent by the OSJD Committee D to the executive bodies responsible for railway transport, and the OSJD railways.
Within the agenda the following issues were considered:
- the draft of Regulations of the Joint OSJD/UIC Working Group from the concerned railway carriers for the conversion of OSJD/UIC leaflets into the draft international standards in the field of railway transport of voluntary accession;
- Work Plans of the OSJD working bodies for 2017;
- Work Schedule of the OSJD events for 2017.
As a result of the issues considered within the framework of the agenda the meeting approved the Regulations of the Joint OSJD/UIC Working Group from the concerned railway carriers for the conversion of for the conversion of OSJD/UIC leaflets into the draft international standards in the field of railway transport of voluntary accession.
For the purpose of implementation of the decisions of meeting XXXI of the conference of General Directors (Authorized Representatives) of OSJD Railways, the OSJD Committee was entrusted to hold negotiations with the International Standardisation Organisation (ISO) and the International Electrotechnical Commission on a possible cooperation with OSJD on the development of international standards in the field of railway transport of voluntary accession.
The meeting participants have stated that the OSJD failed to carry out the task given by CGD meeting XXXI to the OSJD Committee concerning the negotiation with the UIC in regard to adding the Agreement on publishing the jointly developed leaflets by the OSJD and UIC with the cooperation conditions concerning the development of draft international standards in the field of railway transport of voluntary accession and in this regard charged the OSJD Committee Secretary and the Chairman of the OSJD Commission on Infrastructure and Rolling Stock to prepare and to send to the CGD members the draft changes and amendments of the Agreement on publishing the jointly developed leaflets by the OSJD and UIC with the cooperation conditions concerning the development of draft international standards in the field of railway transport of voluntary accession.
During the meeting Work Plans of the OSJD working bodies for 2017 and the Work Schedule of the OSJD events for 2017 with their subsequent publication in the OSJD Bulletin journal and on the OSJD Website were considered and approved.
The meeting participants noted the feasibility of further improvement of Regulations of the OSJD Commissions (Leaflet A6) and Regulations of the OSJD Permanent Work Groups (Leaflet A7) and addressed the OSJD member countries with an invitation to provide proposals concerning these matters to the OSJD Committee with further submission of them for the consideration of the OSJD governing bodies in 2017.
When considering subject 6 “Participation of the concerned railway carriers in conversion of the joint leaflets included into priority list of joint OSJD/UIC leaflets into the draft international standards in the field of railway transport of voluntary accession” carried out within the OSJD Commission on Infrastructure and Rolling Stock the delegation of SE “Railway of Moldova” (CFM) has declared its accession to the Joint OSJD/UIC Working Group as a participant. The delegation of MAV CJSC declared that it will participate in this subject as an observer with an advisory vote.
When considering the Work Plan of the Ad Hoc Working Group concerning the professional training/preparation in the field of railway transport, a presentation was made by Artyom Khachaturian, its chairman.
Taking into account that in accordance with the approved work plans of the OSJD working bodies for 2017 some meetings on the results of work performed within the OSJD framework will be held in October-November, the meeting gave its approval to the OSJD Committee to send the materials concerning the work plans of the OSJD working bodies for 2018 in a week time after holding final meetings of the Commissions and PWGs.
