Joint Meeting of Plenipotentiary Representatives of Members of OSJD Ministerial Conference and Conference of General Directors (Authorized Representatives) of OSJD Railways

Considered and discussed at the joint meeting were proposals and documents prepared by the OSJD working bodies and previously submitted by the OSJD Committee to the OSJD ministries and railways.

The meeting’s agenda included the following issues:

1.   Cooperation between OSJD and UIC on elaboration of International Railway Standards (IRS) containing in particular technical requirements for broad gauge rail system (1520 mm);

2.   Work plans of OSJD working bodies for 2015 and Calendar Plan of OSJD Meeting for 2015.

After the issue on cooperation between OSJD and UIC on elaboration of International Railway Standards had been discussed, it was noted that the UIC proposal for cooperation on elaboration of the International Railway Standards for the 1520-mm cluster that the main goal is to ensure the interoperability between 1435-mm and 1520-mm gauge rail systems and therefore to improve the competitiveness of the rail sector as a whole.

The authorized representatives of the OSJD Ministerial Conference from the Azerbaijani Republic, Republic of Bulgaria, Socialist Republic of Vietnam, Hungary, Georgia, People's Republic of China, Islamic Republic of Iran, Republic of Latvia, Republic of Lithuania, Republic of Moldova, Republic of Poland, Romania, Ukraine, Czech Republic and Republic of Estonia were of the opinion that the issue concerning elaboration of International Railway Standards (IRS) for 1520-mm rail system on the basis of joint leaflets within the framework of cooperation between OSJD and UIC is within the responsibility of the OSJD Ministerial Conference.

It was proposed to initiate this cooperation at the level of railway undertakings.

Within the discussion of cooperation with UIC the following OSJD railways expressed their opinion in favour of the analysis of the joint OSJD/UIC leaflets: BC, KZH, UBZD JSC and RZD JSC. They proposed also to include this issue into the Plan of Work of the OSJD Commission on Infrastructure and Rolling Stock for 2015 (subject 6).

The delegates of BC, UBZD JSC, RZD JSC and ZSR proposed to consider the first results of this issue at meeting XXX of the Conference of General Directors and include this item on the provisional agenda of the CGD Conference.

The meeting has coordinated and approved the Plans of Work of the OSJD working bodies for 2015 and Calendar Plan of OSJD Meetings for 2015 were approved and adopted at the joint meeting.

Due to the fact that the Ad-Hoc Working Group of the OSJD Commission on Transport Law for SMGS Revision has completed its mission, the meeting has taken a decision to terminate the activities of this AWG.

It was recommended for the Ad-Hoc Working Group of the OSJD Commission on Transport Law on SMPS Revision to complete in 2015 changes and amendments to the SMPS Agreement taking into account the approved provisions of the draft “General Provisions for the Agreement on International Passenger Transportation”.

The RZD JSC informed the meeting participants that it will complete in 2015 the assumed obligations as a leading duty holder on the subject “Improving and Updating of GNG”. However, due to the increased volume of work and the necessity to optimize the costs, the RZD JSC won't have capacities to remain the leading duty holder on this subject in 2016. In this context, the Chairperson of the OSJD Commission on Freight Traffic has addressed the OSJD railways’ representatives to consider it possible to assume the responsibilities of the leading duty holder on the subject “Improving and Updating of GNG” in 2016.

The PKP SA being leading duty holder for the draft joint leaflet OSJD O+R 524/ UIC 508-3 “Passenger coaches - General requirements for running gears with dual gauge wheelsets for railways with 1435-mm and 1520-mm gauges” was tasked to include into the above-mentioned leaflet the amendments and remarks received from the railway administrations. If no proposals have been received until 10th February 2015, the above-mentioned leaflet shall be deemed coordinated and shall be submitted for the approval by meeting XXX of the Conference of General Directors, due to be held from 20th to 24th April 2015 in Prague (Czech Republic).

Considering the fact that, in accordance with the approved Plans of Work of the OSJD working bodies for 2015, certain meetings for summarizing the results, achieved within the OSJD framework, are planned to be held in October-November, the joint meeting has agreed that the OSJD Committee should submit the documents regarding the Plans of Work of the OSJD working bodies for 2016 within seven days after the completion of the final meetings of OSJD Commissions and Permanent Working Groups.
