The Working Group participants agreed to begin work on the preparation of the list of products required for the construction of the high-speed railway, the production of which could be localised in Russia. In accordance with the project it is supposed to ensure deep localisation: about 80% of all materials, as well as modern high-speed rolling stock are to be produced in Russia.

The parties also discussed the issues related to the legal and organisational model of the project and investment and financing plans for the construction of the high-speed railway line Moscow – Kazan. Completion of a complex engineering survey on the Moscow-Vladimir-Nizhny Novgorod-Cheboksary-Kazan line is scheduled for 2016.

The length of the high-speed railway line Moscow – Kazan will be 770 km. It will cross the territory of 7 constituent entities of Russia and will have 15 stops. The line will connect regions with a population of about 25 million people, ensuring an-hour accessibility between the major cities. The average annual passenger flow on the line in the first years of its operation is estimated at 10.5 million people.
